A farmer in the ancient world knew what time it was. The sun rose, the sun stood high, the sun set. That was enough to plant, to gather the crop and to arrange a meeting. Nobody needed to know that it was twenty past three, because there was nothing that happened at twenty past three.

The first divisions of the day came from shadows. A stick in the ground throws a shadow that moves, and the light of the day can be cut into parts by marking where it falls. This works, but it has a strange result: the parts are not equal through the year. The day is longer in summer, so a summer hour was longer than a winter hour. For centuries this troubled nobody at all, because nothing depended on the difference.

The pressure came from an unexpected direction. In monasteries across Europe, prayer had to begin at set moments, including moments in the middle of the night when no shadow exists. A system was needed that did not depend on the sun, and the answer was a machine: a weight, a wheel, and a bell that sounded whether or not anyone was there to hear it. The clock entered public life as a religious instrument.

Once a tower had a bell, the town around it began to organise itself by the sound. Markets opened at a signal. Workers were paid for a period marked by a bell rather than by the amount of work completed. It is worth noticing what had happened: time was no longer something the day gave you. It had become something a machine announced, and the machine belonged to somebody.

Even then, each town kept its own time, set by the sun standing highest over it. A village half an hour to the west was truly a few minutes behind, and nobody minded. Then the railway arrived. A timetable written in one city and read in another is of no use if the two cities do not agree about what eleven in the morning means, and the result of not agreeing is not a small mistake but a crash. Two trains on one line cannot hold two different times. Within a few decades the railway companies had imposed a single standard across whole countries, and governments adopted what the companies had already built.

None of this was in the sky. Twenty-four hours, sixty minutes, one fixed hour of noon shared by places that see the sun at different moments — all of it is arbitrary — it could have been set some other way. What made it stick is not that it is natural but that it is agreed. We did not find the hour. We built it, for reasons that pressed hard at the time and can no longer be seen.
