How Long Is a Coastline? — Kıyının Uzunluğu

In the nineteen-sixties a researcher noticed something odd in official records. Portugal and Spain shared a border, and both governments had given its length in print. The two figures differed by more than twenty per cent. Neither country had made an error, and the border had not moved.
The explanation turned out to be the ruler. One survey had measured in units of a few thousand metres; the other had used a much finer scale. A long unit crosses a bay in a single step. A small unit goes down into the bay, around the rocks at its mouth, and back out again. The second path is longer, and it is longer because it is more careful — not because it is wrong.
Follow the idea and it does not stop. Measure a coastline with a metre stick and you capture curves the longer unit missed. Measure it with a ruler the size of a pebble and every stone adds length. Continue to the scale of a grain of sand and the total climbs again. There is no point at which the detail runs out and the figure settles. In principle the length approaches something infinite, while the coast itself stays exactly where it is.
Shapes that behave this way are called fractal: they present similar structure at every scale, so that a small piece of coast photographed closely is hard to distinguish from a large one. The word describes an entire family of natural forms — river systems, clouds, the branching of blood vessels, the edge of a leaf. Nature rarely builds in straight lines, and straight lines are the only things that have a single, settled length.
So the honest answer to “how long is this coast” is another question: measured with what. The number was never a property of the coast alone. It is a property of the coast together with the yardstick, and the yardstick has to be declared for the figure to mean anything at all. A coastline reported without its scale is not a precise fact; it is an unfinished sentence.
None of this is a fault waiting for better instruments. A sharper image from space will not settle the argument, because a sharper image is simply a smaller ruler, and a smaller ruler returns a larger number. The variation is not noise around a true value. It is the true value, telling us that some questions only have answers once we say how we intend to ask them.
