When a scientific claim reaches the public, it usually arrives with a single piece of authority attached: it has been published. That word carries considerable weight, and it is worth asking what it actually covers.

Before a manuscript appears in an academic journal, an editor sends it to two or three specialists in the same field. These referees are asked a narrow question. Not whether the topic is interesting, and not whether they agree with the author, but whether the conclusions are adequately supported by the evidence presented. They identify flaws in method, gaps in the argument, and claims that go beyond what the data can sustain. The editor then accepts the paper, asks for changes, or rejects it.

The reviewers are normally anonymous, and the reason is practical rather than a matter of form. A young researcher asked to assess the work of a leading figure in a small field will meet that person again — at conferences, on appointment panels, in future applications. Anonymity separates the assessment from those consequences. It also introduces its own bias: criticism costs the reviewer nothing, and a small number of reviews are written without care.

There is a more fundamental limit. Referees receive a document, not a laboratory. They see the analysis the authors chose to report, and they assume that the numbers describe experiments that were actually performed. Peer review is therefore reasonably effective against weak reasoning and quite weak against invented data. Cases of invented data are usually exposed years later, and almost never by the reviewers.

None of this means the process has no value; it makes it a filter with known properties. A published paper is a claim that survived examination by two or three informed readers under time pressure. That is a real threshold, and a modest one. The stronger test comes later, when other laboratories attempt to replicate the finding — and it is precisely because publication settles so little that the failure of large-scale replication efforts has caused such concern.
